If you want to send money from the apple pay to cash app then you first need to add an Apple Cash Card:
For iPhone: First, open the wallet application and then click on the Apple Cash Card
For iPad: First, go to the settings application and then tap on the Apple pay wallet and then click on the Apple Cash Card.
